overall history • Wendell Lewis grew up stricken by poverty. He was also shunned by society. Once he became older, he decided to live in the sewers of Gotham. Wendell kidnapped orphans and forced them to steal for him. Any orphan ''causing him distress'' was punished by being locked in a room with bright light for a few hours. He referred to himself as the Sewer King.
There were sewer alligators the Sewer King trained. They were pets to him. His pretties.
Batman eventually found a boy the Sewer King referred to as ''Frog'' and came across the other orphans. He hated the way the Sewer King treated the orphans and eventually battled him. He was tempted to ''take care of'' the Sewer King himself. Batman defeated the Sewer King before the latter was imprisoned. The Sewer King's pets were transferred to a zoo and the children were sent to good homes.
The Sewer King got out of prison and released a few of his pet alligators from the zoo. He never forgot about Batman defeating him. Batman causing him distress. The Sewer King came across Harley and Omega Red with Miss Itch and Mr. Scratch. He teamed up with them to get even with Batman.
