OOC - I'll focus on the early Batman TAS Scarecrow.

He was always bullied due to his scrawny appearance and vowed to never reveal fears near bullies. As a Professor of Psychology at Gotham University, Jonathan used students as experiments in fear before he was fired. He became vengeful for being fired. The Scarecrow will get along with other villains. He loves using his fear toxins to torment others. He may be polite near female villains such as Harley Quinn.

overall history - Jonathan Crane was always obsessed with fears/phobias as a boy. He often used other kids' fears on them. Bullies tormented him due to how scrawny he was and he vowed to never reveal fears near them.
Later, as a Professor of Psychology at Gotham University, Jonathan experimented with phobias and used them on students. He was fired and sought revenge. He donned a costume and called himself ''Scarecrow.'' He used fear toxins and didn't care who crossed his path. After attacking everyone at the university, Batman used Scarecrow's fear toxin on him. A terrified Scarecrow hallucinated Batman as a giant bat - one animal he feared. He was arrested.
Scarecrow eventually used fear toxins on athletes and bet against teams to fund his experiments. He managed to affect Robin with the chemicals before Batman defeated him.
Scarecrow then wanted to use his fear toxins in Gotham City's water supply by using the sewer system. He infected Batman before the latter hallucinated. After Batman escaped and recovered, Scarecrow was infected with his own gas and returned to Arkham.
There was one man Scarecrow feared - Lyle Bolton aka Lock Up. The new security chief. Lyle often tormented Scarecrow. After Lyle Bolton was defeated by Batman, he became a patient/prisoner. Scarecrow was very happy.
After getting out of Arkham, Scarecrow was united with Harley and her friends. He was more than happy to seek Batman to get even with him.
