overall history - Oswald Chesterfield Cobblepot was born into a wealthy family in Gotham City. He was bullied as a child due to his large body and bird-like features. A downpour caused his father to die from pneumonia and his mother ordered him to always carry umbrellas no matter what. His mother owned a pet store and he helped her run it into his late twenties.
A street gang vandalized the pet store and harmed many animals before Mrs. Cobblepot suffered due to a stroke. Oswald hired another gang to crush the street gang. The gang members became profitable and allowed Oswald to control the neighborhood.
Oswald became Penguin and decided to steal valuables resembling eggs or birds. He tried to steal the Vonalster Faberge Egg, but Batman defeated him. He was eventually summoned by Dr. Hugo Strange to an auction to reveal Batman's secret identity. He was with the Joker and Two-Face. The tape featuring Bruce Wayne was tampered with and the Penguin attacked Dr. Hugo Strange before he was arrested with the other villains.
Penguin later almost stole two of Gotham City Zoo's rare breeding condors, but Batman tried to stop him. He used one of his umbrellas to spray him with pollen. The pollen attracted poisonous hummingbirds and Batman defeated them. Penguin used one of his umbrellas to escape.
Penguin revealed those events as he played cards with Poison Ivy, Two-Face, Joker, and Killer Croc (a disguised Batman). He was arrested with his fellow villains.
After failing to steal a painting, Penguin was befriended by Veronica Vreeland. He dated her before he discovered she used him to get far from the public eye. He kidnapped Veronica and used her for random before Batman defeated him.
Penguin eventually found out that Earl Cooper was a mechanic and a friend of Batman. He kidnapped Earl's daughter to control the Batmobile, but was defeated by Batman again.
Penguin controlled a Wayne Tech test helicopter known as the Raven X1-11 and blinded Batman. After Batman recovered, he defeated Penguin again.
After using his pigeons to attack Batman in prison, Penguin wasn't happy after Batman escaped.
Penguin eventually got out of prison and found himself with Harley Quinn and her friends.
